Abstract Three-gorge reservoir area is a special one caused by the constraction of the dam-hydroelectric station and the resettlement or migrators, in which, the socio-economic structure is changing notably.The region needs its own central city and towns system in accordance with the regional individuality, and the high potential energy of the non-agricltural activities of industrialization generated from the developmental resettlement of migrators give great impetus to the superroutine course of urbanization.So the optimum location of central city has been analysed and compared, and eight scale grads, three hierarchys and three towns-network regions in the arangement of towns system has been proposed.
